Which Plumbing Faults Cannot Wait in a Rental
Queensland's tenancy law sorts every rental repair into two boxes: the emergencies it lists, and everything else, which counts as routine. The emergency list covers the faults a rental cannot leave in a queue:
- gas leaking anywhere on the property
- a gas or water supply that fails
- a toilet that stops working
- a burst water service and any serious leak on it
- flooding
- an essential appliance that cooks, heats the place or heats water, broken down
Faults likely to injure someone or make the place unsafe join that list, and so do repairs needed to satisfy the minimum housing standards.
Everything else is routine. The renter passes the fault to whoever manages the place, and the fix has to follow within a reasonable time. Across the tenancy, the owner keeps the premises sound, and the renter reports damage fast.
Who takes the first call
The lease names a nominated repairer and their number, and says who fields emergency calls first. Reporting by phone is enough, though a short text afterwards is good practice.
When nobody answers
If that contact cannot be reached in good time, the renter or the manager can hire a suitably qualified tradesperson, capped at 4 weeks' rent. Even then, plumbing repairs on a rental need a licensed hand.

The Conditions for Charging a Tenant for Water
An owner can shift the whole water account onto a renter only when four conditions hold:
- the home sits on its own meter, or a tanker delivers its water
- the fixtures meet the flow and flush limits
- the lease names the renter as the one who pays for water
- the owner or manager passes the bill to the renter inside 4 weeks of receiving it
The renter then gets 4 weeks to settle it. Miss that deadline and the renter owes nothing on the bill.
What moves across
Once those hold, the State bulk water charge and water usage charges can move to the renter. Sewerage usage and the fixed access charges remain the owner's responsibility.
When the fixtures fall short
A rental that fails the test works differently: the owner covers a reasonable share of the water, and the renter chips in only for the excess. The Act never defines that share, so owner and renter settle a figure and record it as a special lease term.

Flow and Flush Limits Behind Tenant Water Bills
The Act draws the efficiency line at 9 litres a minute for the fixtures that count. Every internal cold tap, every single mixer and every showerhead stays at or under that flow.
A dual flush toilet qualifies with 6.5 litres or less on the full setting and 3.5 or less on the half. Its average, counting one full flush against four half flushes, sits at 4 litres or under to qualify.
Not every tap is in the test. The test covers cold taps at hand basins, kitchen sinks and laundry troughs, mixers included. Bath taps, garden taps outside and the feeds supplying washing machines and dishwashers are left out.

Checking Taps, Showerheads and Toilets Against the Limits
The check runs fixture by fixture: we measure the indoor cold taps, the mixers, the showers and the toilets, and note anything that falls short. Every fixture carries a water rating label showing its stars and its consumption.
Where a fixture fails, replacing a tap or a toilet is licensed work, so a plumber does it. Swapping a shower head needs no licence, though the new one still has to meet the standard.
You get a plain list of what passed and what did not, and nothing formal beyond that.
Guidance from the Residential Tenancies Authority points to 3 stars or higher on fixtures made from 2005 onwards. That is advice, not law.

Rental Homes Around the Junction
Rental work fills a good share of our week here. At the last census, 19.1 per cent of dwellings were owned outright, with 36.4 per cent carrying a mortgage.
Census figures put 1,113 dwellings as separate houses and 437 as flats or apartments, so the typical rental is a postwar detached home. Older stock brings older plumbing. A weatherboard rental near Progress Park on Paterson Parade can carry galvanised supply lines and rigid drains.
A hidden leak under a unit block calls for leak detection rather than a bill dispute. When a fixture needs swapping rather than patching, our tap replacement page sets out the options. Gas work on a rental gets its paperwork on our gas compliance certificates page.
Access for any visit gets settled with the renter via the manager or owner before we attend.

Rental Plumbing Questions Owners Ask
Call (07) 3523 7172What is the water flow limit for a rental in Northgate?
The limit is 9 litres a minute for internal cold taps, single mixers and showerheads. A qualifying toilet is dual flush, using 6.5 litres or less on full, 3.5 or less on half, and averaging 4 litres or less. Those numbers set the billing test for charging a renter for all water, not a standard every rental has to meet.
Is a tenant billed for all the water used?
Yes, when the home has an individual meter, the fixtures pass the efficiency test, and the lease gives the water account to the renter. The manager or owner also has 4 weeks from receiving the bill to hand a copy over. The owner keeps the sewerage usage charge and each fixed access charge.
When does a Northgate owner have to hand a tenant the water bill?
The manager or owner has 4 weeks from the bill arriving to pass a copy on. A bill that reaches the renter late does not have to be paid. One that lands on time gives the renter 4 weeks to settle it.
What does a water efficiency check involve?
A plumber measures each indoor cold tap, mixer, shower and toilet and notes any fixture that misses its limit. Taps and toilets that fail are replaced by a licensed plumber. You get a plain pass or fail list, and nothing formal gets issued beyond that.
Who receives the Form 4 for plumbing work on a rental?
The owner receives it, or whoever booked us, often the agent. For notifiable work the licensee lodges the Form 4 with the QBCC within 10 business days of finishing. Minor jobs such as repairing a broken pipe or swapping a fixture need nothing registered.
